Thoughts:
Heading down to the New West Quay is a great idea on a warm day to enjoy a walk. The boardwalk heads along the river with information plaques along the way telling you of the history of the Fraser River and New Westminster. The Market itself though does not have much going for it other than it was freshly renovated. It didn't look like there were any shops on the upper floor and the few that they had on the lower did not really entice me to go in.
Good for an hours walk or so while you eat some ice cream on a hot day, but it would have to be part of another activity in the area unless you were staying close by.
